We studied in detail the issue of deploying private pub repositories, talked about whitelisting policies for third-party dependencies, compiled a list of all threat-prone development infrastructure nodes, and also turned to the experience of our Chinese colleagues who have been successfully working with Flutter for a long time because of the great Chinese firewall.
